RTM Structure


The Representative Town Meeting (RTM) consists of 230 members who are elected by the 12 local districts.

The number of electors (registered voters) in each District determines the number of RTM members for each District.

Candidates run without party identification.

The members may not hold another elective office in Town government.

RTM members serve as delegates and alternates on 11 standing committees: Appointments, Budget Oversight Committee (BOC), Education, Finance, Health & Human Services, Land Use, Legislative & Rules, Parks & Recreation, Public Works, Town Services, and Transportation.

Led by Moderator elected by RTM members each term and Second Officer Moderator Pro Tempore to serve for Moderator if needed.
Town Clerk acts as Secretary, a non-voting RTM member.

Selectmen, Town Attorney, Board of Education Members, and Board of Estimate & Taxation Members also serve as non-voting RTM Members.

RTM Responsibilities

Approve or reject or reduce the budget.

Approve or reject or reduce all interim expenditures over $5,000.

Accept or reject gifts to the Town.

Adopt, initiate or amend ordinances (except parking and traffic).

Approve or reject nominations to Town bodies.

Approve or reject applications for State and Federal funds.

Create special committees to study particular subjects.

Act on municipal labor contracts.

Approve the Town Plan of Conservation and Development, the Open Space Plan and the Sewer Map.

Act as the final authority on municipal improvements.

Pass Sense of the Meeting resolutions to encourage other entities to act, or to express Town sentiment on issues.

Adopt or reject proposals for Home Rule action.

Act on petitions brought to RTM by 20 or more registered voters.

RTM Role in the Budget Process

January
Annual Town Budget is proposed by First Selectman following input from Town Department Leadership.

Board of Estimate & Taxation issues Budget Guidelines.  Board of Education approves Education Budget adhering to Budget Guidelines.
⬇️
February
Board of Estimate & Taxation reviews Annual Town Budget and Education Budget.  They may add or cut.
⬇️
May
RTM reviews combined Budget.  They may cut but not add.
